Frank Zaffiro was born in Racalmuto, Sicily and in 1923 journeyed to Hamilton, Ontario, where many Racalmutese had settled. Two years later he became active in the Order Sons of Italy in America and the Casa D'Italia in Hamilton. Zaffiro and the other officers of the Ontario Grand Lodge were interned by the Canadian government in 1940 following the declartions of war between the United Kingdom and Italy.
